The Tribunal is the council of justice, all part of a council in the Plane of Justice. The Tribunal has no allies or enemies, and only stands to withhold justice where there is trouble. They believe in a “black-and-white” world, and believe that everything that is done wrong to somebody deserves an even revenge.
Golems have been constructed by the Tribunal to serve as guardians of justice throughout the Plane. Many Barbarians choose to follow the path of the Tribunal.
